Municipal Finance

We understand that there is a full range of issues facing professionals who work in state and local finance, and tax-exempt financing. The Municipal Finance Practice Group of Polsinelli Shughart PC has extensive experience in representing underwriters, borrowers, banks, and issuers in municipal bond transactions. The group is comprised of attorneys from several disciplines and provides a variety of services to state, regional and municipal entities. We partner with private and public sector clients, providing the level of counsel experience required to help them achieve results.

Our attorneys serve as bond counsel, underwriter's counsel, borrower's counsel, and as counsel to banks issuing letters of credit or other credit enhancements in connection with tax-exempt financings, as well as institutional purchasers of tax-exempt bonds and obligations. The Firm regularly participates in tax-exempt financings involving health-care facilities, educational institutions, governmental projects, housing developments, historic preservation projects and conduit financings for a wide variety of 501(c)(3) organizations and private enterprises. Our bond attorneys work closely with attorneys in the Firm's Nonprofit Organizations and Tax Practice groups in the structure of transactions and delivery of compliance opinions. Our Municipal Finance Group participated in financing the construction of the Kiel Center (now known as the Savvis Center), the Edward D. Jones Dome, the new Christian Brothers College campus, the Argyle and Seventh and Pine parking structures, and expansion of facilities for Rockhurst High School and Ottawa University.

The Municipal Finance Group also advises business entities, including political subdivisions, on how the recently enacted Sarbanes-Oxley Act (SOX) affects their organizations. In the municipal bond area, we have been involved in almost every kind of municipal bond transaction, from health care to housing, including general obligation bonds, revenue bonds, public/private partnerships and letters of credit.
